*Note: If a member leaves (or idles) for more than two minutes at FTF, FTE or FTD, then their hour resets. 
If a member disappears completely offline (because they have DisConnected), they have 5 minutes to return or their hour will reset. They will need to provide a screenshot of proof of their Habbo page saying "Disconnected." 
If a member must go poo, they have 5 minutes to return or their hour will reset. 
Members may only poo once a day.

Divisional Ranks:
SWAT, Criminal Justice, Training and Security & Jail Divisional ranks may not earn more than 15 points a day. Once they hit the 15 points for that day, whatever more duties they perform will not be logged and they will not receive points for them. This is to prevent a member from moving through the ranks too quickly.

Managerial Ranks:
High Rank, Top Management and Senior Management ranks may not earn more than 20 points a day. Once they hit the 20 points for that day, whatever more duties they perform will not be logged and they will not receive points for them. This is to prevent a member from moving through the ranks too quickly.

SWAT Division Promotions:
+20 Points Per Rank - At +21 points, they must be promoted to the next rank, instead of receiving +21.

Criminal Justice Division Promotions:
+25 Points Per Rank - At +26 points, they must be promoted to the next rank, instead of receiving +26.

Training Division Promotions:
+30 Points Per Rank - At +31 points, they must be promoted to the next rank, instead of receiving +31.

Security & Jail Division Promotions:
+25 Points Per Rank - At +26 points, they must be promoted to the next rank, instead of receiving +26.

High Rank (HR) Promotions:
+35 Points Per Rank - At +36 points, they must be promoted to the next rank, instead of receiving +36.

Top Management ™ Promotions:
+55 Points Per Rank - At +56 points, they must be promoted to the next rank, instead of receiving +56.

*Note: TM ranks must earn 156 points in Training (52 Training Sessions) throughout the entire tier system in order to move on to Trial SM. If a TM does not complete 156 points in Training, but are at the last point of TM, they must finish the Training amount in order to be promoted to Trial SM.

Senior Management (SM) Promotions: 
+100 Points Per Rank - At +101 points, they must be promoted to the next rank, instead of receiving +101.

*Note: SM ranks must earn 25 points in Transferring (25 Logged Transfers) throughout 
the entire tier system in order to move on to CEO. If an SM does not complete 25 points in Transferring, but are at the last point of COO, they must finish the Transferring amount in order to be promoted to CEO. 

*Note: SM ranks must earn 105 points in HR Training (35 Logged HR Trainings) throughout the entire tier system in order to move on to CEO. If an SM does not complete 105 points in HR Training, but are at the last point of COO, they must finish the HR Training amount in order to be promoted to CEO.

Purpose of Bill:
This legislation is for the creation of the Promotion Point System which will create a better system of promotion within the EPF. This bill will contain the Divisional, HR Divisional, HR/TM and SM point systems for the new Promotion Point System. This bill will also explain the points needed for promotions per rank tier, as well as explain how each point should be logged. The purpose of this bill is to provide a fool-proof practice for promoting EPF members in a timely fashion. 

1. SWAT Divisional Point System
A. Divisional Duties:
     1.1 FTF - Points awarded per (1 hour): +2
     1.2 Promoting EPF - Points awarded per (logged session): +3
     1.3 Patrol - Points awarded per (logged session): +3
B. SWAT HR Duties:
     1.4 Training SWAT members - Points awarded per (logged session): +3
     1.5 Meeting Report - Points awarded per (logged report): +1
     1.6 Evaluation Report - Points awarded per (logged report): +1
C. Points Needed for Divisional Promotion:
All SWAT Divisional ranks may be promoted to the next rank after receiving +20 points        from performing the above stated duties. Each rank must hit +21 points, but instead of receiving a +21 at the end of their mottos, they will be promoted to the next rank. 
D. Points Logged:
All points given must be logged on the forums by the member who gave the point(s). A reason must also be given for the point given, as well as proof (if there is a log, provide a link to it). Members who earn points may not give themselves the point(s), but they may talk to an HR+ about receiving their point(s) if they have proof of their duty performed. 
Members who provide points to those who have earned them must stay within their promotion guidelines. An HR may give SWAT Hostage Leader up to 20 points after that rank, but may not promote them to Trial HR. 
E. Divisional HR Points:
Those who are in a SWAT Division HR rank must perform at least 125 points within their HR Divisional duties within each rank tier (HR/TM/SM).

2. Criminal Justice Divisional Point System
A. Divisional Duties:
     2.1 FTF - Points awarded per (1 hour): +2
     2.2 Promoting EPF - Points awarded per (logged session): +3
     2.3 Court Cases (Including Trial/Mock) - Points awarded per: +3 to +4

All points given must be logged on the forums by the member who gave the point(s). A reason must also be given for the point given, as well as proof (if there is a log, provide a link to it). Members who earn points may not give themselves the point(s), but they may talk to an HR+ about receiving their point(s) if they have proof of their duty performed. 
Members who provide points to those who have earned them must stay within their promotion guidelines. An HR may give Senior Legal Consultant and Chief Superintendent up to 25 points after that rank, but may not promote them to Trial HR. 
E. Divisional HR Points:
Those who are in a Criminal Justice Division HR rank must perform at least 200 points within their HR Divisional duties within each rank tier (HR/TM/SM).

3. Training Divisional Point System
A. Divisional Duties:    
     3.1 FTF - Points awarded per (1 hour): +2
     3.2 Promoting EPF - Points awarded per (logged session): +3
     3.3 Training - Points awarded per (logged session): +3
     3.4 Supervising - Points awarded per (logged session): +1
     3.5 Instructing Divisional Members - Points awarded per (logged session): +3
     3.6 ToTM - Points awarded per (award): +3
B. THR Duties:
     3.7 Instructing Training members - Points awarded per (logged session): +3
     3.8 High Rank Training - Points awarded per (logged session): +3
     3.9 Meeting Report - Points awarded per (logged report): +1
     4.0 Evaluation Report - Points awarded per (logged report): +1
C. Points Needed for Divisional Promotion:
All Training Divisional ranks may be promoted to the next rank after receiving +30 points from performing the above stated duties. Each rank must hit +31 points, but instead of receiving a +31 at the end of their mottos, they will be promoted to the next rank. 
D. Points Logged:
All points given must be logged on the forums by the member who gave the point(s). A reason must also be given for the point given, as well as proof (if there is a log, provide a link to it). Members who earn points may not give themselves the point(s), but they may talk to an HR+ about receiving their point(s) if they have proof of their duty performed. 
Members who provide points to those who have earned them must stay within their promotion guidelines. An HR may give Head of Academy up to 30 points after that rank, but may not promote them to Trial HR. 
E. Divisional HR Points:
Those who are in a Training Division HR rank must perform at least 200 points within their HR Divisional duties within each rank tier (HR/TM/SM).

4. Security & Jail Divisional Point System
A. Divisional Duties:
     4.1 FTF - Points awarded per (1 hour): +2
     4.2 Promoting EPF - Points awarded per (logged session): +3
     4.3 FTE - Points awarded per (30 minutes): +1
     4.4 Jail Guard Supervisor - Points awarded per (30 minutes): +1
B. S&J HR Duties:
     4.5 Training S&J members - Points awarded per (logged session): +3
     4.6 Meeting Report - Points awarded per (logged report): +1
     4.7 Evaluation Report - Points awarded per (logged report): +1
C. Points Needed for Divisional Promotion:
All Security & Jail Divisional ranks may be promoted to the next rank after receiving +25 points from performing the above stated duties. Each rank must hit +26 points, but instead of receiving a +26 at the end of their mottos, they will be promoted to the next rank.
D. Points Logged:
All points given must be logged on the forums by the member who gave the point(s). A reason must also be given for the point given, as well as proof (if there is a log, provide a link to it). Members who earn points may not give themselves the point(s), but they may talk to an HR+ about receiving their point(s) if they have proof of their duty performed. 
Members who provide points to those who have earned them must stay within their promotion guidelines. An HR may give Overseer of Standard Security and Senior Jail Warden up to 25 points after that rank, but may not promote them to Trial HR. 
E. Divisional HR Points:
Those who are in a Security & Jail Division HR rank must perform at least 125 points within their HR Divisional duties within each rank tier (HR/TM/SM).

5. High Rank and Top Management Point System
A. Rank Duties: 
     5.1 FTF - Points awarded per (1 hour): +2
     5.2 FTE - Points awarded per (1 hour): +2
     5.3 FTD - Points awarded per (1 hour): +1
     5.4 Training - Points awarded per (logged session): +3
     5.5 Supervising Training - Points awarded per (logged session): +1

     5.8 Donations - Points awarded per (15c): +1
B. Points Needed for HR Promotion:
All HR ranks may be promoted to the next rank after receiving +35 points from performing the above stated duties. Each rank must hit +36 points, but instead of receiving a +36 at the end of their mottos, they will be promoted to the next rank.
C. Points Needed for TM Promotion:
All TM ranks may be promoted to the next rank after receiving +55 points from performing the above stated duties. Each rank must hit +56 points, but instead of receiving a +56 at the end of their mottos, they will be promoted to the next rank.
TM ranks must earn 156 points in Training (52 Training Sessions) throughout the entire tier system in order to move on to Trial SM. If a TM does not complete 156 points in Training, but are at the last point of TM, they must finish the Training amount in order to be promoted to Trial SM. 
D. Points Logged:
All points given must be logged on the forums by the member who gave the point(s). A reason must also be given for the point given, as well as proof (if there is a log, provide a link to it). Members who earn points may not give themselves the point(s), but they may talk to an SM+ about receiving their point(s) if they have proof of their duty performed. 
Members who provide points to those who have earned them must stay within their promotion guidelines. A TM may give Commander up to 30 points after that rank, but may not promote them to Trial TM. An SM may give Chief of Police up to 45 points after that rank, but may not promote them to Trial HR. 
E. Outstanding Promotions:
In the case that a member has done something exceptional to earn a promotion without earning all the points to reach it, a TM + may fill out a form to the President Cabinet +. This form will include the username of the reference (as well as any other references), the username of the referred, and the reason for which they deserve the promotion. A member who is in the Cabinet + will review the form and either deny or approve this referral for promotion. 
Members who refer another member for an outstanding promotion must only refer someone who is within their guidelines to actually promote. If they refer someone who is above their promotion guidelines, the referral will not be taken.  

6. Senior Management Point System
A. Rank Duties:
     6.1 FTF - Points awarded per (1 hour): +2
     6.2 FTE - Points awarded per (1 hour): +2
     6.3 FTD - Points awarded per (1 hour): +1
     6.4 Training - Points awarded per (logged session): +3
     6.5 Supervising Training - Points awarded per (logged session): +1
     6.6 Supervising HQ - Points awarded per (1 hour): +1
     6.7 Promoting EPF - Points awarded per (logged session): +3
     6.8 High Rank Training - Points awarded per (logged session): +3
     6.9 Transfer (if permitted to transfer) - Points awarded per (logged session): +1
     7.0 Donations - Points awarded per (20c): +1
B. Points Needed for SM Promotion:
All SM ranks, excluding Chief Executive Officer, may be promoted to the next rank after receiving +100 points from performing the above stated duties. Each rank must hit +101 points, but instead of receiving a +101 at the end of their mottos, they will be promoted to the next rank. 5x101= 505 
SM ranks must earn 25 points in Transferring (25 Logged Transfers) throughout the entire tier system in order to move on to CEO. If an SM does not complete 25 points in Transferring, but are at the last point of COO, they must finish the Transferring amount in order to be promoted to CEO. 
SM ranks must earn 105 points in HR Training (35 Logged HR Trainings) throughout the entire tier system in order to move on to CEO. If an SM does not complete 105 points in HR Training, but are at the last point of COO, they must finish the HR Training amount in order to be promoted to CEO.

Members who provide points to those who have earned them must stay within their promotion guidelines. A Co-Owner and Owner may give Trial SM up to 100 points after that rank, but may not promote them to SM. A Mod+ may promote up to CEO. 
D. Outstanding Promotions:
In the case that a member has done something exceptional to earn a promotion without earning all the points to reach it, a TM + may fill out a form to the President Cabinet +. This form will include the username of the reference (as well as any other references), the username of the referred, and the reason for which they deserve the promotion. A member who is in the Cabinet + will review the form and either deny or approve this referral for promotion. 
Members who refer another member for an outstanding promotion must only refer someone who is within their guidelines to actually promote. If they refer someone who is above their promotion guidelines, the referral will not be taken.
